LIHEAP Data Warehouse

The client: The Low Income Home Energy Assistance Program (LIHEAP) is a block grant administered by the US Department of Health and Human Services.

The challenge: LIHEAP data had been reported using Excel spreadsheets and only available to grantees, HHS, congress and the public through static reports. New performance management data began to be collected, and HHS required a way for grantees, program staff and the public to access this data, compare reports across years and across grantees and create custom reports that really highlighted not only what the program was doing to assist low income families but also how grantees could improve their program management.

The solution: iData formed part of a multi-vendor team lead by Apprise Inc. that undertook development of the Web site as well as several related data analysis and training and technical assistance tasks to assist LIHEAP grantees.

iData developed a data warehouse for LIHEAP data that included import of grantee-entered data from another system, complex cross-year and cross form rule-based data validation (which had previously not been possible and is not included in the data entry system), and sophisticated report functionality. This includes report wizards to allow users to customize pre-defined national and grantee level reports as well as completely ad-hoc report development, including sophisticated visualization and graphing tools.
